AEO is the abbreviation of Authorized Economic Operator, which is a general term for high-credit enterprises by customs in countries around the world. Its Chinese name is "Certified Operator". The "Measures for the Administration of Credit of Registered and Filed Enterprises of the People's Republic of China Customs" (Order No. 251 of the General Administration of Customs [2021]) clearly stipulates that an AEO (Certified Business Operator) refers to an enterprise that participates in the international circulation of goods in any way and meets the standards prescribed by the General Administration of Customs.

According to the application of enterprises, the customs will certify the enterprises as advanced certified enterprises (i.e., China Customs AEO) in accordance with the prescribed standards and procedures, and implement convenient management measures for them. China's AEO enterprises are equivalent to "VIPs" of the Chinese customs and can enjoy preferential measures at both domestic and international levels.
